This condition, which has been recognized for some time by ordinary citizens as well as social commentators, is suggested by familiar facts: soaring crime rates; the enormous growth in illegitimate births; a decline of concern for the public good along with a huge increase in regard for special and individual interests; a growing preference for fame, fortune, and power along with an absence of a sense of shame; gross immoral acts by public figures; and the fascination of people and the media with spectacles of evil. The troubled control of social behavior in the nation is suggested also by the fact that our society has no commonly accepted set of standards by which to comport ourselves. The nation today is a bazaar of competing normative principles, running from those of extreme individualism to those of cultural pluralism, communal unity, and divine will. To be sure, the United States has suffered serious normative lapses during much of its history. Widespread drunkenness, child labor, slavery, the unequal treatment of women, the destruction of native societies, entrepreneurial greed and fraud, lynchings, political corruption, and gangsterism are only some of the most notable episodes. Moreover, some of these episodes occurred in clusters, thereby threatening the normative fabric of the nation. Perhaps America will survive its present values crisis; it certainly got through the ones in the past. We might even survive the current situation just by muddling along and hoping for improvement. It would make more sense, however, if we tried doing something to help strengthen the nation's normative structure. PP One thing we will do well to try is to formulate a character education for Americans. Standards that regulate only under the threat of force are not very effective. What are needed are standards that will become internal to Americans, that will become a part of ourselves. People will follow given norms as a matter of course only if they are habituated to follow them and if they appreciate them. Habits of following the standards constitute a basis for regularity, and appreciation for the norms reinforces the regularity and guards it from challenges. While norm-shaped habits and appreciations for standards of conduct are rather different from one another, they are major elements of character and have to be learned. PP But what action guides should American character education involve? Interpersonal conduct is subject to various kinds of norms: cultural, social, civic, and moral. While we ultimately would have to identify all four types of principles and rules as the basis of a complete character education for Americans, we will presently assume the more manageable project of locating norms of only one sort. Those we will seek are moral standards, that is, the values, rights, duties, and virtues that pertain to people as moral beings. They are superior to cultural, social, and civic principles in that they may serve as criteria for ultimately overriding the latter, and in that none of the latter may serve as criteria for ultimately overriding the former. By restricting our inquiry to moral standards, we will in effect be looking for a basis of moral character. Hence, the character education we intend to recommend for Americans will be a moral education. PP We do not mean to conceive just any set of moral norms; we hope to formulate one that is defensible on rational grounds. Four important British authors - Coleridge, Carlyle, G. H. Lewes and George Eliot – emerge as central to the reception, understanding and diffusion of German ideas during the period. PP Dr Ashton begins with Coleridge, who, though discouraged by publishers, reviewers and friends, did much to combat the conventional notion of German literature (established in the 1790s in parodies of German literature) as dangerously immoral and willfully abstruse. Nevertheless his translation of Schiller's Wallenstein was not well received and he was dissuaded from translating Goethe's Faust because he feared attacks from the critics on the grounds of immorality. It was Carlyle who took up the cudgels and who, in a series of translations and authoritative, proselytizing essays, succeeded in attracting serious attention to German subjects, particularly Goethe. Lewes and George Eliot were two of the most important thinkers of a Victorian generation which inherited a positive Anglo-German culture created largely through the efforts of Coleridge and Carlyle. In their translations and reviews they continued the work of enlightening readers about the imaginative depth and range of German literature, philosophy and higher criticism of the Bible. PP Dr Ashton discusses how these four authors contributed to the spread of significant and influential German thought against a background of uninformed opinion and prejudice prevalent amongst readers, reviewers, publishers and editors of the time. While such an awareness is encouraging, there appears to be a critical gap in the current debate about global interdependence when it comes to developing a systematic analysis of what global interdependence means for individuals and societies entangled in the network of complex connections and linkages with other individuals and societies. PP This work represents one effort to fill this gap and attempts to develop a systematic analysis of the question of what global interdependence means for the individual and society. Analyzing this question is important for the individual because the task of establishing autonomy and identity for each individual has become quite an undertaking as the space of human development has dramatically expanded, thanks to the development of transportation and communications technologies. The question is also important for society not only because it, too, must concern itself with the issues of autonomy and identity but also because it is confronted with the enormous challenge of maintaining coherence and viability as a system amidst unpredictable forces of change over which it has little control. PP Throughout the book concepts, ideas and theories from a variety of social and systems sciences will be employed to analyze the nature and implications of INTERDEPENDENCE AND CHANGE IN THE GLOBAL SYSTEM. A multi-disciplinary approach is essential in dealing with this subject because the world, as we see it, is an interdependent system among individuals, groups, organizations, communities, nations and nation-states, interacting with one another in a complicated web of actions, reactions, and repercussions. Since the subject we deal with is a complicated one, the book will tread over many terrains--history of science, epistemology, aesthetics, human development, economic development, political philosophy, social ethics, international relations, and global education. The main point of our analysis is that all these things are indeed related to one another in the world of global interdependence. PP The book is thematically divided into six parts. Our journey into the world of global interdependence begins in part one with a review of the history of science. While the rational and reductionistic approach to knowledge acquisition as originated by Descartes has dramatically expanded the body of our knowledge of the world around us, that body of knowledge lacked coherence and unity until the emergence of systems approach in this century. Interpreted in the context of human development, what started out as the rational and reductionistic approach of Western science is now compatible with the intuitive and holistic tradition of the Eastern approach to knowledge acquisition. Part two examines how societies go about reconciling individual autonomy on the one hand and social order on the other. While every society is a cybernetic system in the sense that some degree of steering and control is involved, the influence the government has over the course of societal evolution gets diluted in liberal democratic societies as they are subject to several types of dysfunctions. Maintaining coherence amidst unpredictable forces of change, of which some originate in other societies, is an important challenge faced by every society. Part three examines this problem in the context of society's commitment to economic, technological and political development. Part four analyzes how the forces of social change, in the world of global interdependence, undermine the sovereignty of nation-states, erode the effectiveness of domestic policies and regulations, and necessitate the transformation of human systems. Part five looks into the problem of coordination and harmonization of laws, policies and value systems among societies operating in the world of global interdependence. The need for coordination and harmonization arises because culture, economy and polity cannot escape the fundamental conflict among themselves as subsystems of social systems. The book's journey into the world of global interdependence concludes in part six where the discussion returns to the theme of human development. Penn encouraged these disparate groups to immigrate, partly to enhance the value of his holdings and partly as a consequence of his commitment to liberty of conscience. Another cornerstone of this edifice of land, toleration, prosperity, and diversity was Penn's determination to improve the common law and England's unwritten Constitution. Penn helped draft West Jersey's charter and fundamental laws of 1676, The Concessions and Agreements of the Proprietors. In 1681 and 1682, Penn wrote as many as twenty drafts of the Frame of Government and Laws Agreed upon in England for Pennsylvania, seeking the right rules of governance for Quaker colonies. Yet in the final, promulgated draft, Penn's preamble (quoted in the epigraph) emphasized not the good laws he had drafted in accordance with Whig principles but good men. PP The good men he had in mind were Quakers. Retaining Quaker control was essential to maintaining a haven from religious prosecution and for freedom of conscience. According to Penn, Quakers were not to allow themselves to become dissenters in our own Countrey, and the best way to ensure that was to retain Quaker control of government. From the beginning, however, Quakers faced the inherent contradiction of opening the door to diverse immigrants in a spirit of toleration but wanting to restrict non-Quaker power in law and government. Animating Penn's Frame from his first to last draft was the belief that the People of any Country should be Consenting to the laws they are to be governed by. If the Quaker government lost the confidence of non-Quaker immigrants, their consent would be withheld, the government would lose legitimacy, and non-Quakers would take over. PP As early as 1683, Penn confronted this fear. Quakers charged that his constitution contained no guarantees for maintaining Quaker control over Pennsylvania. Penn rejected calls to exclude non-Quakers from voting and government on the grounds that to do so would be hypocritical, yet he acknowledged that in case they should outnumber us upon Vote, we are gone. Instead he proposed that Quakers govern in ways designed to keep the assent, and thus control, of non-Quakers: If freinds here keep to god & in the Justice, mercy equity & fear of the lord their enemys will be their foot stool, if not their heires & my heirs too will loos all. Penn recognized that Quaker good men would have to adhere to high standards of legal performance (Justice, mercy equity) to retain authority even when Quakers constituted a majority. Should Quakers lose their majority, such performance might convince the non-Quaker population not to outnumber us upon Vote but to return Quakers to office. PP Penn's and other Quakers' theories on law and government came to life in both Quaker colonies on the Delaware River, since the boundary between West Jersey and Pennsylvania made little difference to the communication of political thought. Dilemma tales are clever and popular, and exercise the puzzle talents of people. They are not only intellectual puzzles which sharpen the wits and promote discussion; they also point out that in human affairs there are often no answers, but only difficult choices -- which call into play conflicting moral values. That this was known to folk peoples from time immemorial -- and forgotten by each new generation in cultures which lack such story-telling devices -- is a lesson for modern educators. The fact that the lesson is being taught by African folk (under the auspices of Professor Bascom) well illustrates the idea of the Congress to which this book was presented. PP Like most contemporary sciences, anthropology is a product of the European tradition. Some argue that it is a product of colonialism, with one small and self-interested part of the species dominating the study of the whole. If we are to understand the species, our science needs substantial input from scholars who represent a variety of the world's cultures.
